FOOT AND MOUTH

Kenneth Clarke continued his attack on Labour's failure to address the issues concerning the public.

Speaking in Cumbria, Ken said:

"Foot and Mouth disease has devastated large parts of the rural economy and the Government has dealt with the matter ineffectively. It is now clear that the crisis could at least have been reduced - if not prevented - had the Prime Minister not been so preoccupied by the timing of the general election. Nothing short of a full scale enquiry is now required."

Mr Clarke had earlier criticised the Government's handling of the outbreak of Foot and Mouth amongst sheep in the Brecon Beacons, when he spoke in Wales last Saturday.

KEN'S A WINNER
Another poll has confirmed that support would flood back to the Party with Ken as leader. NOP's recent survey reveals that 63% of lapsed Conservative voters who expressed an opinion of the candidates, would vote Tory once again if Ken were leader. This compares with 37% who favour Mr Duncan Smith. NOP polled former Conservative supporters who switched to another party in 1997 and 2001.

Party activists and candidates in marginal seats throughout the country who worked so hard at the last two elections to return Conservative MPs welcomed the result. NOP's poll reinforces the findings of recent surveys that Ken is the leader whose appeal stretches beyond our strongest supporters. Among the general public Ken enjoys double the support of his rival. He also leads Mr Duncan Smith amongst party members, and is seen by more members as the best leader to unite the party. EUROSCEPTICS FOR KEN
In a development, which demonstrates Ken's widespread support, an influential group of avowed Eurosceptic MPs and senior party figures have thrown their weight behind Ken. Headed by Sir Malcolm Rifkind, the group issued a statement that confirmed their support for Ken "without compromising [their] beliefs on Britain's future relationship with the European Union". The statement continues, "On many aspects of European policy, Ken Clarke's views are the same as, or similar to our own. He has made clear that he is not a federalist. He will oppose any attempt to end the British veto in order to impose tax harmonisation. He is against any Rapid Reaction Force that would harm NATO. He supports enlargement and has called for the radical reform of the CAP." Among others the statement was signed by Ann Widdecombe MP, Andrew MacKay MP and Greg Knight MP.

CLARKE ATTACKS TUITION FEES
Ken, already a firm favourite with younger voters consolidated his appeal when he said he would consider bringing back student grants. Talking to students in Cardiff city centre during a walkabout, Ken said he disagreed with the abolition of grants. "I am amazed that the Labour Government got away with it. We would not have done anything like that. It's draconian."

LEADING WOMEN ASK MEMBERS TO LISTEN AND LEARN
Leading Conservative women have encouraged members "to listen to the messages sent by the electorate in the last two general elections, learn from them and to move forward". The appeal, lead by Gillian Shepherd MP, Ann Widdecombe MP, and Julie Kirkbride MP was supported by an impressive group of 62 distinguished names. These include Baroness Miller from the voluntary quarter of the party and other figures such as Sheila Gunn, John Major's press advisor. The statement emphasises Ken Clarke's "beliefs, experience, talents and commitment" to deliver new solutions in order to restore the electoral success of the party. "It is not without reason that Ken is the leader Labour most fear" said Pam Barker, Deputy Chairman, Conservative Women's National Council.

As many of you will know 235,558 party members (72percent) have voted as of Wednesday. This leaves roughly 85,000 votes to come in. There is still time left to get people voting before the deadline of noon of Tuesday September 11. Please encourage anyone you know who has not yet returned their ballot paper to do so, for the benefit of the party and the candidates.
